Overview

GovCIO is currently hiring a Program Director to manage an IDIQ with our NIWC LANT customer that supports engineering, design, maintenance, and integration efforts at CONUS and OCONUS facilities. This position is located in Charleston, SC and is an on-site position.

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

Qualifications

Bachelor's in Engineering, Physical Sciences, Mathemematics, Management Information Systems, or Business. with 8-12 yrs experience

Clearance required:  Secret

Must be capable of obtaining/maintaining TS with SCI eligibility

 

Required Skills and Experience

 

Minimum 8 years of Program Management experience

  • 5 years of which as a manager of C4ISR systems programs

Must have a valid Program Management Professional (PMP) Certification or Certified DAWIA Level 3 in Program Management

 

Experience managing large program budgets and spend plans

 

Capable of managing subcontract partners and associated sub spend plans and execution schedules

 

Capable of providing accurate estimates for installation schedules, materials delivery, and resource availability

 

Clear communication skills - able to manage customer expectations, provide schedule guidance to customers based on status of current efforts and resources needed across multiple task areas

 

Experience with assisting with and promoting organic and inorganic business growth


Preferred Skills and Experience

 

Experience reviewing and submitting program data in eCraft

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $150,000.00 - USD $175,000.00 /Yr.
