GovCIO is looking for a Sr. Project Manager to join our Health PMO team. The candidate should have experience with a civil agency, preferably the Department of Veterans Affairs. The environment is dynamic, and client needs are often evolving. As such, thought leadership, problem-solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important. Additionally, flexibility and forward-thinking views are important for success. This position will be a fully remote US position with core hours Monday through Friday 8am-5pm eastern time.
Creates integrated project plans for products in development projects. Manages work performed by a project team comprised of multidisciplinary third-party contractors. Reviews, manages, and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Reports to the Product Line Sr. Program Manager.
Required Skills and Experience:
Bachelor’s degree in engineering, computer science, systems, business or related scientific / technical discipline plus 15 years of commensurate work experience, 10 years of additional relevant work experience may be substituted for educational requirements
Experience managing middleware projects with down/up-stream dependencies
SAFe/Agile software development/project management experience
Advanced MS-Project and MS-Excel experience
Agile Jira project setup, configuration and management experience
Experience within progression from an SDLC project individual contributor to an SDLC project manager
Strong understanding of Agile requirements with traceability in epic/feature/story/acceptance criteria definition through releases
Strong experience with projects which require well organized management, tracking and communications of complex product development dependencies
Experience in managing mid-sized or large-scale software development projects
Experience in the software development lifecycle
Proficient with MS Office (Word, Excel, PowerPoint, Visio)
Proficient with MS SharePoint and MS Teams
Experience using Jira in an Agile or SAFe environment
Understanding of DevSecOps principles and best practices
Strong facilitation and excellent verbal communication, oral presentation, analytical and written communication skills
Experience managing multiple concurrent projects
Experience providing cross-functional program level support
Experience creating and presenting executive summary presentations
Experience in risk management and mitigation strategies
Preferred Skills and Experience:
Computer science degree
Agile / SAFe certification(s)
PMP Certification
SDLC technical role experience
DevSecOps experience
Configuration Management in advanced technologies experience
Experience in Department of Veterans Affairs project management
Experience in Healthcare IT project management
Certified Scrum Master
Understanding of Lean Six Sigma and LEAN principles and processes
Experience with platform operations support, practices, strategies, and management
Understanding VA technologies such as VistA, VPR, REST API SOAP
Familiarity with InterSystems products such as (Cache, IRIS, FHIR ODS, HS, HC, etc.)
Understanding of Release Management and Configuration Management
Familiarity with the Electronic Health Record (EHR)
Experience with VistA or MUMPS applications is desired
Clearance Required: Ability to obtain/maintain suitability / Public Trust clearance
