Overview

GovCIO has a fantastic opportunity to support multiple design and/or construction projects with an estimated construction cost of $20,000 - $15 million. Employees will be assigned to Projects in different phases of project execution. Taskings will range from concept development, plan review and recommendations, and construction support management, and inspection services.

Responsibilities

  • Review and provide input on conceptual designs (<15% design), charrettes, designs at 35%, 50%, Pre-Final and Final, submittals, shop drawings, and documents prepared by NAVFAC personnel, NAVFAC contracted A&E design firms, and other contracted firms.
  • Assist the government in developing conceptual designs (<15% design), charrettes, designs at 35%, 50%, Pre-Final, and Final design documents.
  • Assist the government in post award design services and post construction award services for design submittals, construction submittals, and shop drawings.
  • Assist the government in developing estimates of quantities and cost estimates for construction projects.
  • Provide general engineering support for projects that include but are not limited to: HVAC systems, industrial, energy monitoring, and HVAC controls, DoD fuel piping systems and storage facilities, mechanical utilities, plumbing, compressed air and gasses, energy systems, renewable energy systems, industrial processes, industrial ventilation systems, and commissioning.
  • Provide independent, timely and professional specialized mechanical engineering support, including cost engineering support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development.
  • Utilize knowledge of engineering as it relates to cost to provide advice on planning, budgeting, designing, and construction of new construction, renovation and improvement projects for a variety of complex military construction projects.
  • Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.

Qualifications

Bachelor's with 8+ years (or commensurate experience)

Required Skills and Experience

  • Registration as a Professional Engineer (PE) in the discipline of Mechanical Engineering is required. The PE license is by a United States state, commonwealth, or territory, or the District of Columbia.
  • Must be a US Passport Holder.
  • A minimum of 10 years of professional mechanical engineering code compliant facilities design experience for new construction and renovation design experience.
  • Completion of a course of studies accredited by the Accreditation Board for Engineers and Technology (ABET) for a mechanical engineering program from a college or university for a Bachelors or Master’s degree in Mechanical Engineering, supplemented by a considerable amount of hands-on facilities design experience.
  • Professional knowledge, ability, and skill in applying the theories, concepts, principles, computer systems applications, and methodology of mechanical engineering relevant to a wide range of construction projects and mechanical utility systems to develop engineering designs and plans for mechanical utility systems (e.g., heating, ventilating, air conditioning, and refrigeration) as a part of complex construction projects.
  • Mastery of advanced concepts, principles and practices in mechanical engineering and be recognized as a subject matter expert.
  • In-depth knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to mechanical engineering design, including the American Society of Mechanical Engineers (ASME) standards and Boiler and Pressure Vessel Code (BPVC), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standards such as 189.1, 90.1, 62.1, 55, various ASHRAE handbooks, National Fire Protection Association Codes such as 54,58, 90A, 96, Sheet Metal and Air Conditioning Contractors National Association, Inc. (SMACNA) Standards, International Mechanical Code (IMC), International Plumbing Code (IPC), and the International Building Code.
  • In-depth knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting mechanical engineering design throughout the NAVFAC AOR.
  • Knowledge of related architectural and engineering fields and their associated impacts as related to mechanical engineering design.
  • Professional knowledge and skill conducting studies and analysis of requirements for cost, labor, and/or materials; evaluation and advice on cost estimates and contract change orders.
  • Knowledge of DoD and Navy cost engineering criteria and policy.
  • Skill in the use of software and systems, such as Whole Building Design Guide (WBGD), AutoCAD, mechanical engineering design and analysis software, Specs-In-Tact technologies, Microsoft Office products, cost engineering software, and other applicable DoD computer systems.
  • Ability to produce results of analysis in writing, consolidate findings of others and evaluate recommendations and facts.
  • Ability to develop estimates of quantities and cost estimates for construction projects.
  • Ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of cost estimating, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of and full compliance with Safety Policy and Guidance and use of personal protective equipment.
  • Successfully complete background investigation and any administrative vetting actions required to access Camp Lemonnier.
  • Clearance Required: Public Trust

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $120,000.00 - USD $128,000.00 /Yr.
