Overview

GovCIO is currently hiring for a Procurement Administrator (Developmental) to support our growing team of procurement and subcontracts administrators. This position is fully remote within the United States or can be onsite at our Fairfax, VA or Huntsville, AL locations.

Responsibilities

The Subcontracts/Procurement Administrator is a developmental position where the candidate will learn through on-the-job training the procurement/subcontracts process in the government contracts arena, negotiation skills, application of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement, and management of Subcontractors/Suppliers supporting GovCIO Awards.  Applicants must possess a bachelor’s degree, be self-motivated, and capable of applying problem-solving to a variety of issues.
 
The Subcontracts Administrator will:
  • Establish new Vendors in GovCIO’s Accounting System of record through use of GovCIO’s Vendor Documents to include Representations and Certifications, Vendor Data Certification Form, W9, and Direct Deposit Form.
  • Maintain Costpoint Manage Vendor Module to remove redundancies and identify Active vs. Inactive Vendors.
  • Create and maintain approved purchasing system file documentation for PO folders in accordance with established GovCIO Procurement System process and procedures.
  • Maintain the subcontract file content using procurement file checklist for guidance.
  • Maintain Vendor/Subcontractor Certificate of Insurance repository.
  • Maintain Annual Vendor/Subcontract Representations and Certifications.
  • Maintain GovCIO Approved Vendor List by adding new Subcontracts/Suppliers upon receipt and confirmation of completed vendor documents.
  • Learn the process of developing a Request for Proposal (RFP)/Request for Quote (RFQ) and responding to Request for Information (RFI).
  • Learn/assist with gathering data and tracking of the review, analysis, and negotiation of Subcontractor proposed terms and conditions and pricing submissions to determine source selection and fair and reasonableness determinations.
  • Assists in processing Non-Disclosure Agreements (NDA), Teaming Agreements (TA), and Organizational Conflicts of Interest (OCI) documentation.
  • Assist/Learn the process to compile, document, and prepare award documentation.
  • Learn about Federal regulations including the FAR and FAR supplements, and maintenance of procurement files to comply with Contractor Purchasing System Review (CPSR) audits.
  • Learn and assist in the process of executing subcontracts, incorporating clauses, terms and conditions, technical specifications, statements of work/performance work statements, and other certification and representations in compliance with established procedures and FAR requirements.
  • Learn and assist in post-award contracting actions, including subcontract modifications and closeout.
  • Assists in coordination with other functional areas on matters related to Subcontracting.
  • Prepares responses as necessary to customer correspondence and other requests.
  • Develop a working relationship with different business teams through regular meetings, emails, and other forms of communication.
  • Performs other duties as assigned.

Qualifications

Required Skills and Experience:

  • Bachelor’s degree in business administration, mathematics, accounting, economics, or related field.
  • Zero (0) to two (2) years of related experience administering contracts/subcontracts, office administration functions, purchasing or contract administration.
  • Excellent organizational, analytical, and problem solving, skills/techniques.
  • Excellent communication and interpersonal skills, both written and verbal.
  • Excellent reading and comprehension skills.
  • Excellent attention to detail.
  • Proactive and self-starter.
  • Proficient with MS Office Excel, Word, and PowerPoint.
  • Desire to learn and grow within the government subcontracting/contracting career field.

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $50,000.00 - USD $60,000.00 /Yr.
