Overview

GovCIO is seeking a highly experienced and visionary senior-level Cloud & Data Architect to own our multi-cloud lakehouse strategy on AWS and Azure. The ideal candidate will lead the design and implementation of scalable, secure, and high-performance cloud solutions across AWS and Azure platforms. The ideal candidate will have deep expertise in data engineering and analytics, with hands-on experience in Databricks, Azure Synapse Analytics, and a strong understanding of the Medallion Architecture. This role will be instrumental in shaping our cloud data strategy and driving innovation across enterprise data platforms.

 

This position will be fully remote within the United States.

Responsibilities

Manage the organization's data infrastructure, which involves the design, implementation and maintenance of technical systems that store, process and analyze data.

 

  • Design and implement end-to-end cloud architectures across AWS and Azure, with a focus on data analytics and AI/ML workloads.
  • Architect and optimize data pipelines using Databricks and Azure Synapse, ensuring alignment with the Medallion Architecture (Bronze, Silver, Gold layers).
  • Drive cloud migration and modernization initiatives, including legacy data warehouse transformation.
  • Define and enforce cloud governance, security, quality, and compliance standards.
  • Collaborate with data engineers, data scientists, and business stakeholders to deliver scalable and reliable data solutions.
  • Evaluate and recommend cloud-native tools and services to enhance performance, cost-efficiency, and scalability.
  • Role model the attributes of an ideal team player, fostering a culture of technical excellence and continuous learning.
  • Design the enterprise data management framework
  • Implement an overall organizational data strategy aligned with business processes. This includes end-to-end architecture solutions such as data modeling design, database development standards, implementation and management of data warehouses and data analytics systems
  • Creates frameworks to track data assets and their flow, dictate their usage, and store and integrate them
  • Implement data and database management processes including data ingestion, data transformation and data storage to ensure data quality, integrity and availability
  • Work closely with data engineers and stakeholders to achieve data quality and access controls
  • Construct data models that visualize the relationships between data entities
  • Implementing data strategies that outline the organization's approach to collecting, storing and analyzing data.
  • Ability to understand the business and its objectives and be able to translate complex data concepts into terms that non-technical stakeholders can understand
  • Responsible for overall implementation of data management tools
  • Sets the standard for data management SOPs based on industry best practices and agency requirements

Qualifications

Required Skills and Experience:

  • Bachelor’s degree in engineering, Computer Science, Systems, Business or related scientific /technical discipline
  • 15+ years of experience in IT, with at least 10 years in cloud architecture roles.
    • 4 years of additional relevant experience may be substituted for education.
  • Proven expertise in AWS (e.g., S3, Redshift, Glue, Lambda) and Azure (e.g., Data Lakehouse, Synapse, Data Factory).
  • Extensive hands-on experience with Databricks (both AWS and Azure flavors).
  • Experience with real-time data processing (e.g., Kafka, Event Hubs).
  • Exposure to AI/ML model deployment in cloud environments.
  • Familiarity with data governance tools (e.g., Unity Catalog, Purview).
  • Strong understanding and practical application of Medallion Architecture in data lakehouse environments.
  • Deep knowledge of data modeling, ETL/ELT processes, and big data technologies.
  • Proficiency in Python, SQL, and Spark.
  • Experience with CI/CD pipelines, Infrastructure as Code (e.g., Terraform, ARM templates).
  • Strong communication and leadership skills.

 

Preferred Skills and Experience:

  • Certifications such as AWS Certified Solutions Architect – Professional, Microsoft Certified: Azure Solutions Architect Expert, or Databricks Certified Data Engineer.

Clerance Require: Ability to obtain and maintain a Public Trust/Suitability clearance

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $150,000.00 - USD $160,000.00 /Yr.
