GovCIO is currently hiring for a Civil Engineering Subject Matter Expert to provide advisory and assistance services (A&AS) in support of the construction-engineering components of Program & Design Integration (PDI) for the U.S. Air Forces Central Command (AFCENT) Theater Support Group at Al Udeid Air Base (AUAB), Qatar. The intent of this effort is to provide qualified and experienced personnel to support the AFCENT TSG as it ensures the U.S. receives the best facilities and infrastructure possible via major capital improvements funded by Qatar and UAE. Members of the AFCENT TSG act as construction monitor and reporting Subject-Matter Experts (SME) advising project teams to ensure facilities and infrastructure improvements are designed and constructed in accordance with provisions of Title 10 of the U.S. Code, addressing life, health and safety concerns, to facilitate the successful completion of all investments on behalf of U.S. interests. Act as subject-matter experts and advisers that monitor Host Nation construction project’s associated design and construction activities, and report on such activities to the TSG office to advocate for U.S. interests. Holistically review, evaluate and advise on design/construction for all projects regardless of funding source to ensure projects meet complete and usable requirements and ensure full compliance within Title 10 of the U.S. Code.
Advise on both construction-engineering projects and services not connected to specific projects but are necessary to preserve AFCENT interests in Host Nations. Assist in the review/qualification of the TSG conducted activities: field surveys, under the AFCENT span of control, and investigations to acquire project scope, design data, plans/program monitoring, capability or requirement studies, evaluations, consultations, interior facility/functional reviews, topographic and/or geotechnical studies and hazardous materials assessments. Tasks include, but are not limited to, facility and infrastructure construction/renovation projects by credentialed architects and engineers. Generally, a credentialed professional (a) is licensed to practice in the location where a facility is located and/or (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task. SMEs will monitor and report on progress by conducting design reviews, monitor Host Nation performed quality assurance (QA) / quality control (QC) inspections to ensure U.S. interests are met, ensure any unique HN/US facility acceptance requirements are met, and ensure adherence to applicable specifications and submittal reviews.
Provide civil/structural engineering and construction project monitoring services; to augment in-house capabilities for these service areas for the AFCENT TSG. The Civil/Structural Engineering shall support, as needed, cradle-to-grave functions for base engineering requirements, requirements assessment, planning, project development, construction monitoring, and project closeout. The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.
