Overview

GovCIO is seeking a motivated, career and customer-oriented Senior COMSEC Custodian to join our team in Doral, FL.

This position is pending contract award.

Responsibilities

Responsibilities include but are not limited to:

  • Responsible for the management, handling, and accountability of sensitive communications security (COMSEC) materials
  • Oversee the lifecycle of COMSEC material, ensuring its proper storage, distribution, inventory, and destruction, while maintaining strict compliance with all applicable regulations and standards
  • Receive, inventory, store, and issue COMSEC material in accordance with established procedures and regulations (e.g., CNSSI, NIST)
  • Maintain accurate records and documentation of all COMSEC transactions, including receipts, transfers, and destruction
  • Conduct regular inventories and inspections of COMSEC material to ensure accountability and integrity
  • Implement and enforce strict access control measures to safeguard COMSEC material from unauthorized access or compromise
  • Manage and control cryptographic keys and keying material, ensuring proper generation, distribution, storage, and destruction
  • They implement and maintain key management systems and procedures, adhering to best practices and security standards, and conduct key loading and re-keying operations as required
  • Manage and maintain COMSEC accounts, ensuring accurate inventory and reporting of COMSEC material
  • Prepare and submit required reports to governing authorities (eg, NSA)
  • Conduct self-inspections and assist with external audits of COMSEC accounts
  • Provide training and guidance to authorized users on the proper handling, use, and protection of COMSEC material
  • Develop and deliver COMSEC awareness programs to promote a security-conscious culture
  • Stay abreast of COMSEC policy updates and disseminate information to relevant personnel
  • Respond to COMSEC incidents and security breaches, following established procedures for reporting, investigation, and remediation
  • Work with Incident Response Teams to contain and mitigate the impact of security incidents
  • Conduct post-incident analysis to identify root causes and implement preventative measures
  • Provide direction and mentorship to subordinate staff and coordinates with other COMSEC Custodian III staff

Qualifications

High School with 9+ years (or commensurate experience)

Required Skills and Experience

  • BA/BS in field necessary to assume COMSEC Custodian III duties and a minimum of 9 years years of relevant COMSEC Custodian III experience.
  • High School and 4 years of additional experience or Associate's Degree and 2 years of additional experience may be exchanged in lieu of a required Bachelor's degree
  • A candidate holding a relevant Master’s degree may be granted 2 years’ experience credit for that extra education. A candidate holding a relevant PhD degree may be granted 4 years’ experience credit for that extra education.
  • Deep understanding of COMSEC policies, procedures, and best practices, as well as meticulous attention to detail and a strong commitment to security.
  • Five years of position-specific relevant experience. Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, or related field. Completion of relevant COMSEC training from a recognized authority, such as the National Security Agency (NSA) or a military equivalent, is absolutely essential. Training on relevant Government regulations and standards, including CNSSI and NIST publications, is required. Deep understanding of COMSEC policies, procedures, and best practices. Knowledge of cryptographic systems and key management principles. Familiarity with COMSEC accounting and reporting systems.
  • Clearance Required: TS/SCI


Preferred Skills and Experience

  • More than 5 years of experience as a COMSEC custodian or in a related role. Master’s degree in Information Technology, Cybersecurity, Computer Science, or related field. Security+, Certified Information Systems Security Professional (CISSP), advanced COMSEC certifications or specialized training beyond the basic requirements, or any certifications related to auditing.
  • Experience at a DoD Combatant Command (e.g., SOUTHCOM, NORTHCOM, CENTCOM, CYBERCOM, INDOPACOM, EUCOM, AFRICOM, STRATCOM, TRANSCOM, SOCOM, SPACECOM) or a component is desired.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $140,000.00 - USD $150,650.00 /Yr.
