Overview

GovCIO is currently hiring for a Deputy Program Manager to support the Program Manager in executing all contract requirements, with a specialized focus on course management, instructor coordination, training equipment readiness, and synchronization of daily operations across CIWT’s multi-site training environment. The DPM acts as the operational bridge between the Program Manager, Training Managers, and instructional staff to ensure seamless course delivery and timely response to dynamic training demands. This position will be located in Pensacola, FL, and will be a fully remote position.

Responsibilities

Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages, and controls the status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem-solving with team members and line managers. Generally reports to a Program Manager.

  • Serve as the daily operational lead for coordinating course schedules, instructor assignments, and training resource availability across CIWT training sites.

     

  • Maintain close and consistent communication with CIWT Training Managers at all IWTC locations to address emerging scheduling issues, instructor surge requirements, and facility readiness challenges.

     

  • Track and manage master course schedules, ensuring real-time updates and alignment with CIWT forecasted convenes and staffing availability.

     

  • Support the Program Manager in monitoring operational performance, maintaining full visibility into course execution status, and resolving potential shortfalls in advance of impact.

     

  • Validate instructor credentials and availability to ensure staffing aligns with course-specific requirements listed in the PWS.

     

  • Collaborate with site leads and government stakeholders to identify curriculum gaps, suggest course improvements, and support updates to training materials in coordination with SMEs.

     

  • Support the timely and complete submission of deliverables, including Course Completion Reports, Contract Status Reports, and meeting documentation.

     

  • Respond to instructor surge requests, coordinate temporary staffing realignments, and manage logistics for short-notice course additions.

     

  • Assist in conducting internal quality reviews, ensuring all training support activities meet CIWT and QASP standards for delivery and documentation.

Qualifications

Bachelor's with 2-5 years (or commensurate experience)

Required Skills and Experience

  • Clearance Required: Secret
  • Minimum 7 years of experience managing Navy course schedules, instructor teams, or operational training programs—preferably in shipboard systems or information warfare domains.

     

  • Strong familiarity with CIWT instructional environments, including eNTRS, CeTARS, and associated Navy training systems.

     

  • Experience collaborating with government Training Managers and site leads to solve real-time delivery issues.

     

  • Proven ability to manage distributed teams, coordinate across time zones, and balance competing demands under tight timelines.

     

  • Excellent communication, planning, and stakeholder management skills.



Preferred Skills and Experience

  • Experience supporting course reviews, curriculum updates, or instructor development initiatives is a plus.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
