Overview

GovCIO is currently hiring fora Vice President Vice President to lead our newly established Enterprise Communications Support Solutions Division. This division is dedicated to advancing enterprise communications systems in support of the Department of Defense, with a focus on emerging technologies, global classified communication networks, and business growth.

This position will be located in Shaw Air Force Base, Sumter, South Carolina and will be an onsite within the United States position.

The Vice President will serve as the executive leader for the division, responsible for overseeing program delivery, driving growth strategies, and ensuring operational excellence across all classified and unclassified communications technology initiatives. This leader will be instrumental in shaping the future of secure enterprise communications, ensuring resiliency, innovation, and mission impact in support of U.S. national security.

 

Responsibilities

  • Provide executive leadership and strategic oversight of the Enterprise Communications Support Solutions Division.
  • Oversee global classified and unclassified communication networks, ensuring availability, security, and mission readiness.
  • Drive day-to-day program management, ensuring technical excellence, schedule performance, and cost efficiency.
  • Lead development of work breakdown structures (WBS) and program execution frameworks.
  • Manage financial operations and P&L accountability, including forecasting, budgeting, and cost control.
  • Champion adoption of emerging technologies that enhance DoD enterprise and global classified communications.
  • Serve as the primary executive interface with senior DoD stakeholders, building trust and advancing strategic partnerships.
  • Partner with corporate leadership and business development to capture and expand growth opportunities in global communications and IT modernization.
  • Build and mentor a high-performing leadership team that thrives in complex, classified, and mission-driven environments.

Qualifications



Required Skills and Experience

  • Clearance Required: TOP SECRET/SCI
  • Master’s degree in a technology discipline from an accredited institution.
  • 15+ years of proven leadership experience managing DoD Enterprise Network
  • PMI Project Management Professional (PMP) certification (mandatory).
  • Professional-level technical certification such as CISM (Certified Information Security Manager) or CISSP (Certified Information Systems Security Professional) (mandatory).
  • Demonstrated leadership leading large and small technical teams.
  • Demonstrated success managing Information Technology budgets exceeding $300M.
  • Demonstrated success overseeing global classified communications networks or equivalent high-security systems.
  • Proven expertise in program management, WBS development, and financial stewardship on large-scale programs ($100M+).
  • Strong understanding of emerging technologies, enterprise IT modernization, and cybersecurity in a DoD environment
  • Demonstrated Visionary leader who can integrate emerging technologies with global classified communications capabilities.
  • Growth-focused executive with a proven record of capturing and expanding mission-critical business.
  • Exceptional executive presence and stakeholder engagement skills at the highest levels of the DoD.
  • Ability to foster a culture of innovation, agility, and accountability across a global enterprise.


Preferred Skills and Experience

  • Experience leading operations in the U.S. Central Command (CENTCOM) Area of Operations, with a deep understanding of joint and coalition communication challenges.
  • Prior senior leadership military roles (e.g., Command, Chief of Staff, or equivalent executive-level assignments).
  • 10+ years of experience managing U.S. DoD contracts, with proven knowledge of acquisition processes and compliance.
  • Doctorate or advanced post-graduate studies in technology, cybersecurity, or national security.
  • Defense Acquisition University (DAU) training or equivalent acquisition certifications.
  • ITIL, Agile, or advanced program management methodologies.
  • Demonstrated success in global-scale communications modernization and transformation initiatives.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $240,000.00 - USD $250,000.00 /Yr.
