Overview

GovCIO is seeking a candidate for the position of Sub-Product Line Project Manager to support the Department of Veterans Affairs (VA). You will be responsible for managing scope, cost, schedule, staff and technical delivery of IT products and related functionality. The Sub-Product Line Project Manager will also be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables against scope and schedule. You will be a key team member of a larger Product Line and Portfolio team so your skills, experience and current observation-based recommendations for the products, Product Line and Portfolio are key to the greater success of the customers, Veterans, and beneficiaries. You will also assist the client with developing strategy and executing product lifecycle management based on Agile/SAFe/DevSecOps best practices.

 

This position will be a fully remote United States based position with core hours of operation from Monday to Friday 8 AM to 5 PM ET.

Responsibilities

The candidate will lead in three interrelated areas: Sub-Product Line Management, strategic and tactical operations support, and Product (i.e., project) Team Management. These lists are not exhaustive and will change as VA/OIT’s strategic direction evolves, as well as the GovCIO contract support progression.

  • Help execute the GovCIO Sub-Product Line direction based on the Portfolio-level leadership’s guidance and interactions.
  • Work with the GovCIO Leadership team to determine and execute strategic initiatives, where appropriate/requested.
  • Program management, governance, oversight, and reporting capabilities
  • Creation of a strategic roadmap, with alignment to goals and operations plans within the sub product line scope.
  • Support the VA in the communication and management of the roadmap.
  • Support VA Leadership with managing the Product Line.
  • Manage Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps, or other iterative development approaches
  • Support VA in meeting OIT’s Product Line Maturity initiatives including working with Product teams to enable DevSecOps tools and techniques.
  • Support leadership insight into OKR refinement. Communicate, drive buy-in and manage OKR completion.
  • Work with VA counterparts to forecast upcoming Product resource needs and proactively planning for, and executing, on appropriate staffing actions and shifts in Product work directions.
  • Serve as an escalation point for customer concerns if/when they arise and identify appropriate resolutions to achieve client satisfaction in a timely manner.
  • Provide support for product teams as it relates to automation, CI/CD, and DevOps and/or DevSecOps.

Qualifications

Required Skills and Experience

  • Bachelor’s degree in in a Business, Computer Science, Engineering, or other related scientific or technical discipline.  Required Degree + 15 years of experience. An additional 10 years of experience can be substituted for the degree requirement.

  • Well-versed in DevSecOps and agile IT development and project management methodologies.
  • Experience refining requirements and elaborating requests to deliver robust products, recommendations, and solutions.
  • Ability to articulate technical expertise gained and used, such as healthcare or benefit related IT software development, in conjunction with project management skills.
  • Familiarity with program control, including development of controls used to manage performance, including cost, schedule, and staff management, as wells as the required data elements, metrics, measures, and other key information to report out status, progress, and accomplishments.
  • Experience managing the technical delivery of projects/products, delivering systems/tools/solutions in production, while transitioning to better technology solutions for operations
  • Great interpersonal skills and ability to work independently with minimal guidance/supervision.
  • Experience working and managing larger teams in remote environments where expertise in workforce planning and mentorship techniques are a must.
  • Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.
  • Excellent leadership, management, and delegation skills
  • Strong facilitation and excellent verbal communication, oral presentation, analytical and written communication skills
  • Experience in root cause analysis and executive level reporting methodologies

Preferred Skills and Experience

  • PM-related certifications such as PMP and ITIL preferred.
  • Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus.
  • Proven VA (or similar government agency) IT development track is a plus.
  • Health Technology experience
  • Certified Scrum Master
  • Certified SAFe
  • Understanding of Lean Six Sigma and LEAN principles and processes
  • VA VistA, VPR, REST API understanding
  • Familiarity with InterSystems products such as (Cache, IRIS, FHIR ODS, HS, HC, etc.)
  • Familiarity with the Electronic Health Record (EHR)

Clearance:  Ability to obtain/maintain VA Public Trust clearance.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $130,000.00 - USD $140,000.00 /Yr.
