Overview

We are seeking a highly skilled and experienced Project Manager to join our team. The ideal candidate will have a strong background in risk management, agile lifecycle management, and expertise in tools like Jira, GitHub, SharePoint, and MS Teams. This role will involve managing and maintaining various projects and providing strategic advisory and consultation to senior leadership and program management teams. This is a fully remote US-based position with core hours of operation from Monday to Friday 8 AM to 5 PM ET.

Responsibilities

  • Agile Methodologies and Metrics: Manage and maintain the Agile Lifecycle Management (ALM) tool, Jira, for organizing business requirements. Build Jira Query Language (JQL) filters, custom dashboards, and reports to provide end-users and business leadership with meaningful operational/performance metrics and status reports using JIRA tools including Jira Align. Create and maintain detailed technical and user-facing documentation for internal reports and dashboards. Offer advisory support to end-users and leaders on best practices and standardization in implementing and leveraging processes within Jira. Develop Agile metrics for specified use cases and audiences (leadership, business users, managers, development teams). Consult on ways to optimize and improve Jira configuration and process workflows to identify where functionality can or cannot meet user requests. Communicate effectively with leaders, teams, and stakeholders. Develop and deliver work products and provide improvement recommendations based on business needs and environmental context. Ability to gather, validate, and evaluate project, product, and program data to develop ad hoc and recurring reports in short suspense.
  • SAFe Model and Tools Transition: Elaborate on epics and user stories with cross-functional teams using the Scaled Agile Framework (SAFe) model. Prepare and facilitate backlog refinement sessions bi-weekly.
  • Risk Management and Dashboards: Maintain Risk Management Gap Analysis to monitor and track the maturity of the product line in managing risks and issues. Create and maintain Product Line Risk Executive Dashboards to monitor risk status across all products.
  • Documentation and Advisory: Maintain Documentation Gap Analysis across all products in the VHA Finance Product Line. Provide strategic advisory and consultation to senior leadership and program management teams on Agile Lifecycle Management (ALM) best practices using tools such as Jira, GitHub, SharePoint, and MS Teams.
  • ALM Maturity and Continuous Improvement: Collaborate on the maintenance and iteration of ALM maturity gap analysis observations and recommendations tools. Facilitate ALM continuous improvement status updates from PMO Project Managers using the ALM Gap Analysis workbook.
  • Jira Framework and Configuration: Refine Jira baseline workflows and field schemas to maintain the common Jira framework. Maintain and iterate Jira Framework Progress trackers with pivoted metrics for status updates to portfolios.
  • Project Migration and Configuration: Successfully manage, coordinate, and migrate product-based project instances to the standard Jira common framework of workflow and field schemas. Create Jira Configuration Plans for dashboards and roadmaps from product teams, sub-product lines, product lines, and portfolios to align requirements with VA Strategic Plans.
  • Reporting and Roadmaps: Maintain and iterate Jira Executive Dashboards for the VHA Finance product line and iterate based on the Health Services Portfolio guidance of Executive Dashboards, providing visibility to all product risks, blockers, and releases. Maintain and iterate Jira Executive, Enhancement, and Sustainment Dashboards for Product Lines, Sub-Product Lines, and Product Teams. Maintain and iterate Program and Advanced Roadmaps for the Product Line, Sub-Product Lines, and Product Teams. Lead and host weekly Jira Office Hours sessions.  Train sustainment and enhancement stakeholders on end-to-end traceability from requirement initiation to delivery using the ALM tool along with Agile methodologies. Provide technical writer reviews and oversight for batch processing and ALM/SDLC Guidelines.
  • SharePoint and Metrics: Maintain and iterate VHAF PL Scrum of Scrums Dashboards for Sub-Product Line weekly reporting to executive leadership. Maintain and iterate VHA Finance PL external and internal O365 SharePoint hub sites. Maintain and iterate the automation of Sub-Product Lines retrospective analysis metrics for PI Planning events, likened to MCCF EDI TAS.
  • Data Call and Software Development Lifecycle: Maintain and iterate Data Call Tracking in the ALM Tool (Jira) in support of the Portfolio level and across various Product Lines and Service Lines; provide training of tools to Communications Analysts. Lead the iteration of ALM Software Development Lifecycle Management (SDLC) Guidelines for ceremonies, requirements, defects, releases, risk, tests, and configuration management. Maintain and iterate ALM/SDLC Guidelines Quarterly Refresh processes and intake of change request.
  • Sprint and Program Increment Planning: Support sprint planning and sprint review meetings. Prepare weekly user story analytics for the Program Management Office.
  • Release Train Engineering: Assist and monitor Crosstrain developers, engineers, and testers to use the ALM tool, Jira and other ACOE tools for configuration management.

Qualifications

Required Skills and Experience

  • Education Requirements: Bachelor’s degree in computer science, Information Systems, Engineering, Mathematics, Science, Technology, or Business/Business related field plus 15 years of relevant experience
  • 10 years of additional relevant experience may be substituted for education
  • Strong knowledge of SDLC methodologies, SAFe framework, and JIRA with practical application in prior jobs.

Preferred Skills and Experience

  • Proven track record of exposure and work in the Department of Veteran Affairs agency

Clearance Requirement:  Ability to obtain and maintain a VA Suitability/Public Trust clearance.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $140,000.00 - USD $150,000.00 /Yr.
