Overview

GovCIO is looking for a Program Manager to join our Health Technical Services Management team. The candidate should have experience with a civil agency, preferably Veterans Affairs. The Program Manager will be a hands-on leader who will be responsible for day-to-day oversight major projects in a portfolio. Many resources will not be direct reports but will require influence. Strong experience in managing multiple resources and customer demands is important. The environment is dynamic, and client needs are often evolving.  As such, thought leadership, problem solving, rapid learning, and carrying out the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution are important.  Additionally, flexibility and forward-thinking views are important for success. This is a fully remote US-Based position with core hours of operation from Monday to Friday 8 AM to 5 PM ET.

Responsibilities

  • Manage Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps or other iterative development approaches.
  • Serve as an escalation point for customer concerns if/when they arise. Identify appropriate resolutions to achieve client satisfaction in a timely manner.
  • Understand existing processes and identifying how to improve and streamline them to improve team efficiency and effectiveness.
  • Partner with product teams to define, implement and operate a product line support model that leverages DevSecOps principles.
  • Manage and coordinate process requirements across various projects.
  • Ability to prioritize and manage multiple tasks concurrently.
  • Responsible for managing multiple products in a product line.
  • Responsible for collecting, analyzing, managing, and reporting key Product Line execution status and metrics across all aspects of the Agile product development lifecycle.
  • Responsible to support through leading communications, program baseline support, strategic planning and analysis, data collection, quality reviews, risk management, and overall management of supporting sub-product line.
  • Monitor, track and provide client reports on project schedule, work plan, risks, budget and contract awards to ensure project meets targeted dates and goals.
  • Influence client to take budget actions needed
  • Ensure action items and status are captured and monitored, meeting minutes are produced and communicated, and drive action to their proper resolution or conclusion.
  • Identify and manage risks and issues impacting the progress and outcome of the major projects.
  • Provide in-depth reporting support.  Take ownership of the status report and prepare detailed updates that go to Senior Leadership. 
  • Support fast turnaround requests for data. Be able to understand the ask and request data from the appropriate team member.  
  • Manage Product Line-wide Dependency process ensuring compliance across all Products
  • Interface with and influence Product Line Management including Technical Director to facilitate program updates and presentations to Portfolio Management
  • Manage Analyst and Test Lead resources ensuring they are fulfilling their responsibilities in support of the Program

Qualifications

Required Skills and Experience

  • Bachelor’s degree in engineering, Computer Science, Systems, Business or related scientific /technical discipline or equivalent experience is required with 15 years of project management experience within IT. 10+ years of additional experience may be substituted for education.

  • Experience with project management or issue management software (i.e., JIRA, ServiceNow, SharePoint). 

  • Experience with Microsoft office, MS TEAMS, workflows, and workflow management.
  • Experience within a SAFe/Agile environment.
  • Highly motivated and analytical; proven problem-solving abilities.
  • Ability to take initiative and enthusiasm for working in a fast-paced environment.
  • Willingness to learn new skills, new client environments, and grow domain expertise.
  • Ability to conduct independent research to lead or support the resolution of complex issues.
  • Excellent verbal communication, oral presentation, analytical and written communication skills.
  • Excellent planning and project oversight skills.
  • Excellent leadership, management, and delegation skills.

Preferred Skills and Experience

  • Excellent prioritization and time management skills.
  • Excellent attention to detail and ability to meet deadlines and stay organized
  • Certified Scrum Master. 
  • Project Management Professional – PMP Certified (highly preferred).

Clearance:  Must be able to obtain/maintain a suitability/public trust clearance for the VA.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $140,000.00 - USD $145,000.00 /Yr.
